James W. PhillipsBorn September 17, 1947, in Seattle, Washington, Jim received his B.A. from the University of Washington in 1965. After moving the Idaho, Jim received his J.D. from the National Law Center, George Washington University, Washington D.C. in 1969. He specializes in municipal law. Jim was the Ketchum City Attorney from 1973 to 1988, and currently represents the cities of Bellevue and Carey, Idaho. During his career, Jim has represented a number of other cities and counties in Idaho also. Jim represents private clients before governmental entities on a wide range of matters including development and land use issues, tort claims, and contract negotiations. Besides governmental law, Jim’s practice emphasizes construction contracts and litigation; real property transactions and litigation; and legal issues regarding newspapers and other publications.
